5. Lt. General Saprung Kulyanamitr

On July 25, 2006, Lt. Gen. Saprung Kulyanamitr, Commander of the Third Army Region, spoke to 300 adult/villager scouts, who went to cheer him and show their support for his stance as a soldier protector of His Majesty the King and a warrior of the country, at King Naraesuan Camp, Pitsanulok Province:

Those planning to destroy our country and abolish the monarchy will have to face the most frightening enemy--which is me--who is ready to wage the fiercest war, even though I will lose my job, title, or my own life. The things that put the country in turmoil and on the verge of calamity are the ongoing "civil war" and the messy politics; both have divided the Thais into warring factions.

Nowadays, the country is at its weakest point, never before experienced in our history. When we were fighting communists and enemies, we knew who they were. But today's enemies came from the evil born of greed, selfishness, immorality, and unrighteousness. The only union happens when bad people find their equivalents, but good people never unite their forces.

I did not seek the hero status by speaking out, but I wish for everyone to love our country. I assure you that we have our energy, conscience, and principles. We do not worry that the right things we do will lead to what consequences, for we do them through our love for the country. Even our own lives can be given up for the sake of the country's. You do not worry that any dark influences will harm me, for my subordinates will strictly adhere to the commands, protect His Majesty, and fight against those who want to destroy the nation. We know who they are. His Majesty wishes for the nation's peace. But those who shamelessly behave otherwise have clearly shown that they are not Thai but possess evil souls worthy of scorns and condemnations from all the Thais.

The current roles of the armed forces are not as prominent as they once were 10 years ago. Everyone is focused on economic progress which, regrettably, is not as evident as it should be because there is a big hurdle to overcome. We have bad and evil people in the business of running the country. This will surely lead the country toward disaster and bankrupcy.

So I would like to impress upon you all that with the Royal Decree on General Election being issued and taking effects, His Majesty wishes to see tranquility. HM is the pillar of the whole country. We must wait and see who will come out against His wishes. Whoever asked me to tone down my stance in order for me not to create ripples cannot fool me. I am not stupid. I also know whose acts were insincere and calculative, and whose were genuine and patriotic. I know them well, and I will keep doing my duties.

I do not seek fame and glory. I never gave interviews about our Kao Kaw victory. After we won the war, we came back. True warriors must not boast about their deeds. Running the country should be similar. I, however, will meet fellow compatriots. I just want to meet them and hear their responses. I know the Thais are keeping their silent might. When it finally reveals itself, we will strengthen our hope. I want to see everyone show up. I can be at the frontline. I know who my enemies are. I've never named names, but they also know themselves. We are like cops and theives playing cat and mouse.

Some of you may be asked by local political figures to take their side. I ask that you think of the country first, for the whole nation is under fire. Do not mistake passing around money for a binding contract. In the past, when I was a colonel, there were people putting money on my desk and asking me to pass it around to my subordinates. I told them to take it back, and there were countless trunkfuls. How could soldiers accept bribe? I told them if they would get our votes, they had to take good care of the armed forces, and I would wholeheartedly cast my vote for them. So, I ask that you pass the word around that should anyone accept vote money, he/she would contribute to the deeper trouble than the country is already in. The rift will break completely. There will be two opposing poles. Don't worry. His Majesty's Armed Forces will closely guard the situation so that His Majesty may breathe easy.

Evil and righteousness are just about as opposite as earth and the heavens. I surely do not want to see our descendants live in a world destroyed by civil servants' selfishness. Many of those government officials witness the wrongdoing but choose to do nothing and keep their heads down. Right now, it's still relatively peaceful. The warring factions are just plainly exchanging jabs, round by round. As long as the root of all the troubles hasn't been dealt with--and its attempts to reach the highest institution of the land and to abolish the monarchy--I promise to protect our beloved with my life. Thailand must be a democratic country with the King as our Head of State. HM rules with righteousness.

We must not submit to bad individuals, bad government officials, and bad politicians. I bow down only to His Majesty and am ready to die for Him. To those who are trying to undermine His authority, I am telling you now that you must kill me first. I am declaring myself to be your worst enemy. Those who hurt our country and our king can expect the worst from me.

If the armed forces cannot fend off bad influences, they don't deserve to call themselves the country's protectors. I am telling you right now that the Forces are always strong and ready. Today, the nation is under threat. Your scout's pledge not to interfere with politics may be put to test if the monarchy is in danger. When the country is under attack from wicked people, we just can't say we won't interfere, for we must defend our country. We are scouts and must be stay current with the situation. We must not let them destroy our country. Unmeddling with politics is the right thing, but we cannot let anyone insult His Majesty or harm the country, despite the claim to be the voice of the majority.

If the country were peaceful and I were to be removed from the Commander post, that would be great news. I just want to tell you scouts to tell our fellow countrymen to be careful in the election booths. Tell them to thoroughly ponder consequences of their votes on national politics. If the votes can empower the wicked, harm the monarchy, irritate His Majesty, then do not vote for such deceitful individuals. Don't be fooled by their false propagandas. I am telling you now not to form a mob just because you want monetary returns from the devil.

They are retaliating and seeking revenge on me. The war has just started. The Third Battalion knows who is hurting the country. The enemies are working on bringing down the monarchy. If anyone dares to harm His Majesty, bloodshed will definitely follow.

As long as I am the Commander of the Third Battalion, I will not let any influential group build any passage through the military territory regardless of all the pressure from politicians or thugs. This project will only be for them and to serve them and their cronies. It will also neglect the damage it causes the country and the environment. They will turn a blind eye on it.

"Everyone in the Army knows which group of politicians is keen on reaping benefits from such project. So as long as I am alive, I will not allow the paving of the passage through the army's land. If they want to do it, they will have to wait until my removal from the Army."

วันนี้ (25 ก.ค. 2549) ผู้สื่อข่าวรายงานจากค่ายสมเด็จพระนเรศวร อำเภอเมือง จังหวัดพิษณุโลก 65000 ว่า เมื่อเวลาประมาณ 09.00 น. คณะลูกเสือชาวบ้าน ประมาณ 300 กว่าคน ได้เดินทางเข้าพบ และให้กำลังใจ พล.ท.สพรั่ง กัลยาณมิตร แม่ทัพภาคที่ 3 ที่สโมสรบรรเทิงทัพ ค่ายสมเด็จพระนเรศวร เพื่อสนับสนุนจุดยืนของความเป็นทหารของชาติ และพระบาทสมเด็จพระเจ้าอยู่หัวฯ โดย พล.ท.สพรั่ง กล่าวกับคณะลูกเสือชาวบ้านตอนหนึ่ง ว่า

"คนที่จ้องจะทำร้ายชาติ และล้มล้างสถาบันพระมหากษัตริย์ ต้องพบกับศัตรูที่น่ากลัว คือ ตัวผมเอง ที่พร้อมจะขอต่อสู้กับศัตรูชนิดที่เรียกว่าอย่างโหดเหี้ยมที่สุด แม้จะต้องแลกด้วยอำนาจหน้าที่ ตำแหน่งทางราชการ หรือแม้แต่ชีวิตของตัวเอง สิ่งที่ทำให้ประเทศชาติวุ่นวายและล่มจม คือ การศึกสงครามกลางเมืองและการเมืองที่วุ่นวาย จนประชาชนแบ่งแยกออกเป็นฝักฝ่าย" พล.ท.สพรั่ง กล่าว

"ตอนนี้บ้านเมืองกำลังอ่อนแอแบบไม่เคยปรากฏมาก่อน เราต่อสู้กับคอมมิวนิสต์กับข้าศึกยังรู้ว่าเป็นใคร แต่ปัจจุบันเป็นข้าศึกที่มาจากความเลวร้ายเกิดจากความละโมบ เห็นแก่ตัว ขาดคุณธรรม จริยธรรม ธาตุอย่างเดียวกันไหลไปรวมแห่งเดียวกัน คือ คนเลวพบคนเลว แต่คนดีไม่ค่อยรวมกัน

ที่ออกผมพูดอย่างนี้ ผมไม่ปรารถนาที่จะเป็นฮีโร่ แต่ปรารถนาให้ทุกคนมีความรักชาติ ผมยืนยันว่า วันนี้มีกำลัง มีสำนึก และอุดมการณ์ ไม่หวั่นไหวว่าทำอะไรแล้วจะมีผลกระทบอะไร เพราะทำลงไปเพื่อความรักชาติ แม้แต่ชีวิตก็สละให้ได้ ไม่ต้องกลัวว่าผมจะโดนอิทธิพลใดมาจัดการ เพราะผู้ใต้บังคับบัญชาทำตามคำสั่งอย่างเคร่งครัดเพื่อปกป้องพระเจ้าอยู่หัว พร้อมเป็นศัตรูต่อผู้ที่คิดร้ายต่อแผ่นดิน เรารู้ว่าใครเป็นผู้คิดร้ายต่อแผ่นดิน ที่พระบาทสมเด็จพระเจ้าอยู่หัว รับสั่งให้บ้านเมืองสงบ แต่มีคนที่หน้าด้านต่อต้านกระแสรับสั่งพระราชดำรัสนั้น แสดงให้เห็นชัดเจนว่าคนๆ นี้ไม่ใช่คนไทยแน่นอน ใจชั่วช้าสามานย์ ที่คนไทยทุกคนต้องประณามกันทั้งแผ่นดิน"

แม้กิจการของพวกทหารในปัจจุบันจะไม่โดดเด่นเท่ากับ 10 ปีที่ผ่านมา เพราะทุกคนมัวแต่เร่งรัดพัฒนาเศรษฐกิจก้าวหน้า แต่ทุกวันนี้ก็ไม่ได้ก้าวหน้าอะไรเพราะยังมีสิ่งที่กลัดกร่อนประเทศอยู่ คือ ได้คนเลว คนไม่ดีมาเล่นการเมือง ซึ่งต่อไปบ้านเมืองต้องล่มจมแน่

ดังนั้น จึงขอฝากบอกทุกคนว่าเมื่อมีกฤษฎีกาเลือกตั้งสื่อถึงประชาชนว่า พระองค์ท่านต้องการเห็นความสงบ พระองค์ท่านเป็นหลักชัยทุกหมู่เหล่า ตอนนี้ลองดูว่าจะมีใครบ้างที่คิดต่อต้านหน้าด้าน ไม่ว่าใครจะมาเบรกตนเพื่อทำให้บ้านเมืองนิ่ง จะมาหลอกตนไม่ได้ เพราะตนไม่โง่ และรู้ว่าใครพูดแล้วหวังประโยชน์ พูดแล้วใครรักชาติ ตนทราบดีและต้องทำหน้าที่ต่อไป

พล.ท.สพรั่ง ยืนยันว่า ตนไม่ได้คิดอยากเด่นอยากดัง การรบที่เขาค้อ ตนไม่เคยให้สัมภาษณ์ รบเสร็จก็กลับ นักรบต้องปิดทองหลังพระ เรื่องบ้านเมืองก็เหมือนกัน แต่ตนไปพบกับคนที่รักชาติ เพียงไปพบปะและได้รับการตอบรับ ทราบดีว่าคนไทยมีพลังเงียบมาก พอเปิดตัวก็เป็นความหวัง และอยากให้ทุกคนเปิดตัวกันมากๆ โดยตนจะอยู่แนวหน้า อย่างไรก็รู้ว่าศัตรูของตนนั้นเป็นใคร ตนไม่เคยเอ่ยชื่อบุคคลนั้น แต่เขารู้ก็ดีเหมือนกับตำรวจกับผู้ร้ายที่กำลังตามล่าตามหมายจับ

"บางท่านอาจได้รับการร้องขอจากผู้มีอำนาจการเมืองท้องถิ่น หรือจังหวัดให้เป็นพวก ผมก็ขอให้ท่านเห็นแก่บ้านเมือง เพราะขณะนี้บ้านเมืองกำลังวายป่วง อย่าเข้าใจผิดคิดว่าเขาเอาเงินมาให้นั้นเป็นกติกา สมัยก่อนผมเคยเป็นผู้พันมีคนเอาเงินมาวาง บอกให้แจกจ่ายลูกน้อย ผมบอกว่าเอาคืนไป ไม่รู้กี่กระเป๋าแล้ว ทหารจะรับได้อย่างไร ผมบอกแค่ว่าถ้าจะลงคะแนนให้ ขอให้ดูแลกองทัพ ผมจะลงให้ด้วยใจบริสุทธิ์ ฉะนั้น ผมขอให้ฝากบอกปากต่อปากไปด้วยว่า ถ้าใครไปรับเงินเพื่อการเลือกตั้ง ความวิบัติมันจะมากกว่านี้ บ้านเมืองจะล่มสลายกว่าที่ท่านเห็นทุกวันนี้ ความแตกแยกจะแบ่งเป็น 2 ขั้ว ซึ่งกองทัพจะดูสถานการณ์อย่างใกล้ชิด เพื่อให้พระองค์ท่านวางใจ"

พล.ท.สพรั่ง กล่าวอีกว่า ความเลวกับความดีมันต่างกันฟ้ากับดิน ตนไม่อยากเห็นลูกหลานมารับกรรมเพราะความเห็นแก่ตัวของข้าราชการ ที่เห็นแล้วไม่ช่วย หดหัวอยู่ในกระดอง วันนี้มันสงบชก กันเป็นยกๆ ตราบใดต้นเหตุยังไม่แก้ ลามปามไปถึงสถาบัน ต้องการล้มล้างพระเจ้าอยู่หัว ตนขอบอกเลยว่าจะปกป้องด้วยชีวิต เพราะประเทศไทยปกครองด้วยระบอบประชาธิปไตยอันมีพระมหากษัตริย์เป็นประมุข พระองค์ท่านปกครองด้วยทศพิธราชธรรม

"เราอย่าไปก้มหัวให้กับคนเลว ข้าราชการเลว นักการเมืองเลว แต่ผมก้มหัวให้กับพระเจ้าอยู่หัว พร้อมที่จะตายและปกป้องพระองค์ท่าน ใครที่บังอาจกัดเซาะพระองค์ท่านทุกวันนี้ ผมท้าเลยว่าข้ามศพผมไปก่อน ประกาศให้รู้เลยว่าศัตรูที่น่ากลัวที่สุดผมจะโหดเหี้ยมกับศัตรูที่ทำร้ายชาติ กับพระมหากษัตริย์"

พล.ท.สพรั่ง เผยด้วยว่า เคยทำงานที่กองพลทหารราบ ที่ปราณบุรี มาระยะ 3-4 ปี ดีใจที่คนเพชร และชาวปากน้ำปราน เดินทางมาถึงค่ายสมเด็จฯ และคิดว่ามาเพราะพระบาทสมเด็จพระเจ้าอยู่หัว วันนี้ตนต้องถอนคำพูดว่า คนเสื้อเหลืองมีทั้งคนดีและคนไม่ดี แต่ต้องบอกว่า คนที่นั่งอยู่ตรงนี้ใส่เสื้อเหลืองเป็นคนดี 100%

"ถ้ากองทัพสู้อิทธิพลเถื่อนไม่ได้ ก็ไม่ใช่ทหารของชาติ แต่ขอบอกว่าวันนี้กองทัพเข้มแข็งตลอดเวลา วันนี้บ้านเมืองวิกฤต อุดมการณ์ของลูกเสือที่ไม่ยุ่งกับการเมืองที่เคยปฏิญาณไว้ หากสถาบันกษัตริย์ถูกสั่นคลอน ก็ต้องดูทิศทางการเมือง เพราะบ้านเมืองกำลังล่มจม จากคนเลว ถ้าบอกว่า ไม่เกี่ยวข้องกับการเมือง แต่ต้องรักษาบ้านเมือง เพราะความเป็นลูกเสือต้องรู้เท่าทันเหตุการณ์ อย่าให้คนชั่วมาทำลายบ้านเมือง การไม่ยุ่งกับการเมืองนั้นถูกต้อง แต่ต้องไม่ยอมให้ ใครมาจาบจ้วงพระมหากษัตริย์ คิดไม่ดีต่อบ้านเมือง โดยอ้างประชาชน

ถ้าวันนี้ บ้านเมืองสงบ ผมถูกปลดจากแม่ทัพภาคที่ 3 ก็เป็นเรื่องยินดีมาก และฝากบอกลูกเสือให้บอกต่อๆกับประชาชนว่า การตัดสินใจหย่อนบัตรเลือกการเมืองท้องถิ่นให้พิจารณาดูว่าผูกกับการเมืองระดับประเทศหรือไม่ ที่เกี่ยวข้องกับคนเลว ทำลายสถาบัน จาบจ้วงพระมหากษัตริย์ อย่าไปเลือกคนเลวที่หลอกลวง โฆษณาชวนเชื่อและขอบอกว่า ห้ามมีใครจัดตั้งม็อบเพียงหวังเพื่อเอาเงินจากเขา

ตอนนี้เขากำลังตอบโต้ผม สงครามกำลังเริ่มต้น ทัพภาค 3 ทราบดีว่า ใครทำร้ายบ้านเมือง เขากำลังล้มล้างระบบกษัตริย์ ถ้าใครคิดทำร้าย พระเจ้าแผ่นดิน เลือดต้องนองแน่นอน" พล.ท.สพรั่ง กล่าว

พล.ท.สพรั่ง กล่าวถึงกรณีที่นักการเมืองพยายามตัดถนนผ่านพื้นที่ทหารใน จ.เชียงใหม่ว่า หากตนยังดำรงตำแหน่งแม่ทัพภาคที่ 3 อยู่จะไม่ยอมให้กลุ่มอำนาจใดเข้าไปดำเนินการก่อสร้างถนนผ่านพื้นที่ทหารอย่างเด็ดขาด แม้จะมีนักการเมืองหรือผู้มีอำนาจพยายามบีบรัดทุกวิถีทางก็ตาม เพราะโครงการนี้ก็แค่เพื่อประโยชน์ของตนเอง และกลุ่มพวกพ้อง ที่ใกล้ชิดนักการเมืองเท่านั้น โดยไม่ดูความเสียหายของประเทศ ที่จะส่งผลกระทบต่อธรรมชาติและสิ่งแวดล้อม ทำเป็นไม่รู้ไม่เห็น

"ทหารทุกคนรู้ดีว่า กลุ่มนักการเมืองคนใดที่จ้องกินผลประโยชน์จากโครงการดังกล่าวนี้ ฉะนั้นถ้าผมอยู่ จะไม่ยอมให้ตัดถนนผ่านพื้นที่ทหารโดยเด็ดขาด ถ้าอยากตัดถนน ก็ต้องรอผมถูกปลดออกจากทหารไปเสียก่อน"
